Cameras fail in some of the same hours human eyes fail, for a blunter reason: the sensor saturates.
Drive west at 5:30 p.m. and the windshield becomes a sheet of light. You still know there is a road because your brain fills gaps. A camera does not fill in the same way. When too many photons hit a pixel, that pixel clips to white. Detail in that region is gone, not dimmed.
Low sun is a classic hard case for vision. It washes lane paint, hides a dark vehicle against a bright sky, and turns a wet hood into a mirror. Spray, dust, and a dirty lens make the same hour worse. The failure is physical before it is intelligent.

Engineers mitigate this with placement (cameras under a roof lip), dynamic range, multiple exposures, and training on exactly these hours. Mitigation is not magic. A scene can still lose the one patch that mattered — a pedestrian in the brightest part of the frame.
This is one reason ranging sensors stay in the debate. A laser pulse does not need the sun to be well behaved. It is also why a camera-first stack spends so much of its data budget on dusk, dawn, and rain-plus-sun, not on perfect noon footage. The long tail starts with lighting, not with exotic objects.
